Russian citizens are accepted on general terms. You do not give up Russian citizenship, and biometrics can be done in Moscow or St Petersburg.

Are Russian citizens accepted
Yes. In March 2026 the Citizenship Commission confirmed that Russian citizens are accepted on general terms. A family from Moscow received approval on 1 October 2026.
Giving up Russian citizenship
Not required. Russia allows a second citizenship, and so does Vanuatu.
Notifying the Interior Ministry
Within 60 calendar days of receiving citizenship, counted from the certificate rather than the passport. If you are abroad, 60 days from entering Russia. Each Russian citizen in the family files their own; a parent files for children under 18. Through Gosuslugi or in person. We remind you of the deadline and show you how to fill it in.
How to pay
A payment from banks in Russia or Belarus will not go through. The applicant pays personally, and we agree the method before the contract: a personal account abroad, roubles through a broker, cryptocurrency, or the account of a company where you are a founder or beneficiary. A payment from someone else's company or a friend's card will not be accepted: the check must see that the money is yours.
Biometrics and oath
No need to fly. The oath is online, biometrics are in Moscow or St Petersburg, with sessions at least monthly. In another city an officer comes to you.
Children and school
Nothing changes for school in Russia: in Russia the child remains a Russian citizen.
If sanctions are nearby
Sanctions against other people do not pass to you. If a connection may raise a question, we prepare an explanation before filing. If the risk is high, we will tell you in advance and suggest what can be done.
Greece with a Vanuatu passport
With a Russian passport you cannot currently apply for Greek residence by buying a home. With a Vanuatu passport you can.

For your family the fund is better: $5 000 cheaper right away, and $55 000 cheaper once the share is returned after 5 years.
Invoiced separately: translations and certification, Vanuatu citizen documents, biometrics and passport, bank charges. There are no other payments. All of these lines appear in the quote.
This calculation is preliminary. Contribution amounts follow the official table, checked against vancitizenship.gov.vu. The share is returned after 5 years under the fund's documents.
Is this legal?
Yes. It is a state programme under the Vanuatu citizenship law. The country's authorities check every application and the immigration service issues the passport.
Why can I not apply directly?
Applications can only be filed through an authorised programme representative. We do this work, and our work is included in the programme cost. We handle filing and correspondence with Vanuatu under a contract with you.
Will the programme be closed?
In the first half of 2026 the programme brought Vanuatu about 39% of its budget revenue. In 2025 parliament tightened oversight rather than closing it. Citizenship already granted is for life and passes to children.
Can citizenship be taken away?
It is revoked for deception in the application, a breach of law when it was granted, or a court sentence of 10 years or more. A fully checked application with accurate data protects you.
Do you guarantee the result?
The Commission makes the decision, so nobody can guarantee approval. We check the family in advance against the same databases Vanuatu uses, and we take on complex cases, including after refusals in other programmes: we work out the reason and resolve questions before filing.
